According to the provisions of the Homeland Defense Act – Territorial Defense Forces are responsible for the non-military part of crisis management tasks in the Ministry of National Defense, and the Territorial Defense Forces commander acts as the head of the Crisis Management Center of the Ministry of National Defense. The head of the Crisis Management Center of the Ministry of National Defense is responsible for "planning, coordinating and carrying out tasks related to the participation of units and subunits of the Armed Forces in combating natural disasters and eliminating their effects, activities in the field of property protection, search operations and rescue or protection of human health and life, as well as participation in the implementation of tasks in the field of crisis management."

The storm, which caused very serious damage in the Jarosław district, especially in Pawłosiów, meant that every pair of hands was invaluable in helping the flood victims. A decision was made to organize a military task force in that area based on the 20th Przemyśl Territorial Defense Brigade. Then, soldiers from the 3rd Subcarpathian Territorial Defense Brigade from Rzeszów and soldiers of the engineering troops with heavy equipment were sent to support operations.
